Add support for `InitScriptTemplateURL` to vanilla flavor plugin

This will be very similar to the support in the swarm flavor plugin: https://github.com/docker/infrakit/tree/master/examples/flavor/swarm

The main difference (which should make this easier) is that we will not need to get any dynamic content (like a join token). Instead, we can just process and render the given template URL.
