Pins the remaining GitHub Actions in
start/action.ymlto their full commit SHAs for supply chain security:mavrosxristoforos/get-xml-info@1.1.1→749cc7ecda18372226181a390717a4cab5439eb5actions/cache@v3→6f8efc29b200d32929f49075959781ed54ec270cThis follows up on #34 which pinned other actions in the repo.
