v2 billing refresh

Related to PR: #24857

Consolidates duplicate/redundant content to reduce docs sprawl, simplify billing docs. A more aggressive refresh to the category that may need more approvals than the other method, but more elegant potentially....Uncertain still

Some uncertainties/ to dos:

• invoices vs pay by invoice
  • all people who pay in some way for docker receive an invoice
  • only business/team subscribers can pay by invoice
  • update this work to elegantly distinguish the two uses of invoice; find appropriate homes
• need to further consolidate manage billing content as theres a ton of duplicate/redundant content lol
