Adds:

Papers and blog pages.
Blog posts can be added as markdown (template available).
Top navigation menu changes to Resources to make space for the extra pages.
Blogs do not show up in the navigation, until there are any.
Latest paper and blog preview cards on the landing page.

Also changes the whole platform from Next to Python generated pages.
