Migrate Key Ceremony, Naming, Threat Model, and RFCs from docs/ to the wiki Deep-reference/governance material moves here so the main repo's docs/ stays focused on task-oriented guides. Internal cross-links rewritten: links between co-moving pages are now wiki-relative, links to docs staying in the main repo are now full GitHub blob URLs.
