Design Template Permissions Tab Doesn't Load #23889

Problem Statement

When the users try to load the permission tab in the portlet it throws an error in the browser console, and it doesn't load.

Steps to Reproduce

Go to templates
Edit a design template
Click the permission tab
See the error

Acceptance Criteria

User should be able to load the permission tab

This is breaking the 23.01 LTS permissions tab for content (folders work ok) so I will revert the fix. Please test this on master.

Follow this steps.

Go to templates
Edit a design template
Click the permission tab
Make any edit
Go to Content/Search
Click on any content
Click on the permissions tab

Unless there is another case use of this, yes its working good in 23.03 docker image :)
