Fixes

Portal no longer stalls ~10s on every page load when a configured custom TTS shim is unreachable — voice fetch is now non-blocking with a short timeout (#271, #277). Credit: surfaced by @wang2yn84's fork, which fixed the same bug shape back in May.
Phone-width sidebar fixes: the close tab no longer renders off-screen on sub-400px viewports (#277)
