I use the plugin in Visual Studio. Recently, I have been using VS Code and the .NET CLI for development. Do you plan to make an extension for VS Code?

Looks like that server is broken. I'm planning to migrate the click-once to win-get, meanwhile you can download the raw binaries from https://github.com/dotnet/ResXResourceManager/releases/tag/1.107 - just unpack and run.
