Some repos are failing in Publish.proj after updating

The first failure for testfx is magically resolved now. Not sure for cli-lab yet.

That one is a repo issue...it usually means people were calling -publish with no artifacts

But the error started happening with an Arcade update, not with a change in the repo. Did we auto publish something before that we don't anymore?
