SignalR connection issue in IIS

Describe the bug

This issue happened after I publish the web application to IIS, the debug mode of localhost is work fine.
I created two browser tabs, one in normal mode and one in incognito mode, to test the SignalR connection from different people. Sometime two people can join in the same hub zone, but sometime cannot. Do you know where is the problem?

I had some founding that if the IIS application pool connected to multiple applications will cause my situation. I created new application pool, the problem seem solved.
