ASP.Net Core 9.0.200 application suddenly does not start up from VS2022 17.13.0 #60404

Describe the bug
My application suddenly does not start up F5 from VS2022 17.13.0 after upgrading VS2022 to 17.13.0 and all the nuget packages to the latest versions. I only see The program '[24228] dotnet.exe' has exited with code 0 (0x0). in the Output window. All the tests in my project still runs successfully.
