Updates Helix queue configuration to include a VS2026 Windows queue in the quarantined-tests/Helix-matrix execution paths, bringing quarantined coverage in line with regular CI.

Changes:

  • Added Windows.Amd64.VS2026.Pre.Scout.Open to the default Windows Helix queue list used outside PR-check scenarios.
