Updates centrally defined OpenTelemetry package version properties to address a CG (component governance) alert, ensuring the Blazor WASM Service Defaults template will consume the newer OpenTelemetry package versions.
Changes:
- Bumped the OpenTelemetry exporter/hosting/instrumentation version properties from 1.10.0 to 1.15.0 in the shared versions props file.
