null literal conversions and implicit reference conversions

This fix is wrong. Removing the duplication would mean that a null literal conversion to a reference type isn't classified as an implicit reference conversion.

We like the idea of removing the duplication, but a normative rule that classifies a null literal conversion to a reference type is required.
