Warning for unrecognized command does not get added to total number of warnings

DocFX Version Used: 2.24.0.0

Template used: statictoc

Steps to Reproduce:

1. In docfx.json, add an unrecognized command, such as 'pdfignore'.
2. Run docfx.

Expected Behavior:
The warning logged for the unrecognized command should be included to the total number of warnings reported at the end of the build.

Actual Behavior:
The warning is not included in the total number of warnings.
