Build or no Build

Hello,

The option --no-build seems confusing to me. If I don't use it the command dotnet pack gives me error NU5026 because the project hasn't built yet. So it doesn't seem to build it automatically. And when I use --no-build it explicitly doesn't build the Project...

So I have to build it myself anyway?

@unitrix0 The behavior referred to in NuGet/Home#6118 is documented in the article after the text that mentions the automatic build:

> [!NOTE]
> In some cases, the implicit build cannot be performed. This can occur when `GeneratePackageOnBuild` is set, to avoid a cyclic dependency between build and pack targets. The build can also fail if there is a locked file or other issue.
