Can't install dotnet-ef 9.0.11 (Settings file 'DotnetToolSettings.xml' was not found in the package)

When installing the latest version of dotnet-ef dotnet tool install --global dotnet-ef i get an error.

Tool 'dotnet-ef' failed to update due to the following:
The settings file in the tool's NuGet package is invalid: Settings file 'DotnetToolSettings.xml' was not found in the package.
Tool 'dotnet-ef' failed to install. Contact the tool author for assistance.

The latest version on nuget is 9.0.11
https://www.nuget.org/packages/dotnet-ef/9.0.11

Looking at this repo i can't find tags for 9.0.11
https://github.com/dotnet/efcore/releases/tag/v9.0.11

The commit that is referenced in the nuget package is

Wildcard install works dotnet tool install -g dotnet-ef --version 9.*

dotnet tool install --global dotnet-ef fails because it tries to install the 10.0.0 version and you don't have the .NET SDK 10.0.100 installed
