Runtime installer "Modify setup" UI seems unfinished #6102

Downloaded https://dotnet.microsoft.com/download/dotnet-core/thank-you/runtime-desktop-3.1.0-windows-x64-installer and run it a 2nd time and it shows
The big blank space looks unfinished and like I hit a bug. Can we improve this? Even a few lines of text would help reassure me that the installer is working.
