Error thrown when training with < 100 rows

Describe the bug

Error is thrown when training with a small dataset.

To Reproduce
Steps to reproduce the behavior:

1. Select value prediction scenario
2. Train using a dataset with < 100 rows.

Expected behavior

Complete training with no errors. I expect to get poor metrics, but no error or a more descriptive error than what's thrown.

This issue has been fixed on ML.Net Model Builder: 16.9.1.2152702 (Main Branch).
