The arcade script files (found at `eng/common/`) were removed in a previous Maestro PR due to a bug. This commit brings them back.

@rolfbjarne Codeflow PRs are failing because of a bug that led to eng/common files being deleted. Let's get this PR merged so the flows can resume |
