.NET 10 / MAUI with .NET 10 is with VS 2022 or 2026?

I have read somewhere that .NET 10 will not be with visual studio 2022 and it will be with visual studio 2026. But the minimum requirement of vs 2026 is more than a person or organization can afford.
So why MS is not shipping .NET 10 with VS 2022? Do we need to go with VS 2026 for .Net 10 or VS 2026 will run in our current conf machine with less features or with compromised performance?

The minimum requirements do not seem unaffordable:

ARM64 or AMD64/x64 processor; Quad-core or better recommended
Minimum of 4 GB of RAM
Hard disk space: Minimum of 2.5 GB
Video card that supports a minimum display resolution of WXGA (1366 by 768)

The "works best", "runs best", "recommend" specifications are another story.
