Unable to Programmatically Update SearchHandler Query Value on Second Tab within ShellSection

Description

When attempting to set the query property of a SearchHandler from a button click on the second tab (e.g., DogsPage) inside a ShellSection, the query value does not update as expected. This issue does not occur on the first tab (e.g., DogsPage), where the SearchHandler query updates correctly.

Steps to Reproduce

1. Run the sample.
2. Click on the DogsPage Tab.
3. Click on the DogPageButton button.
4. Note that the SearchHandler query is not updated properly.
