hum yeah this doesn't work on windows , we are not having this issue right now on ther, but we need to find a better cross platform way

On ci windows machines are always new so this works fine.

Description of Change
Try to fix the install of appium on some bots.
Bump NODE.
The big change is instead of removing appium and then the plugins, we will remove the plugins first and then appium. Before installing the new versions
