Configure VS telemetry/crash systems to get good data from MSBuild's "single" proc

If scheduling and more project state are captured in a single out-of-devenv.exe process, we will want to make sure that process is able to be captured in dumps, traces, and so on in the normal VS feedback and telemetry information.
