Need to fill out the rest of the .deps.json information

See the TODOs in the DependencyContextBuilder.cs added by #8.

Specifically:

• RuntimeTargets
• CreateResourceAssembly
• We also need to add any resource assemblies for the current project.
• Need to investigate if it is possible for the current project to bring in "native" libraries.
  • This is not possible.
• Need to investigate if there is other project information that needs to get put in the .deps.json file

Something about the new deps.json is causing the error in the attached gist in migrated dotnet new -t web apps.

When the deps.json is replaced with the deps.json from project.json based dotnet build, and the rest of the artifacts are left alone, this error does not appear.

This is probably caused by not having PreserveCompilationContext implemented yet. See #11.
