This behavior is normal because we are passing --no-build, we have the same behavior with dotnet run.

So, ignoring that --verbosity implies "for building" for the moment, is the intention that there is no way to control the verbosity of the dotnet test output?

The only thing I see today which uses dotnet test's verbosity outside the "build" phase is printing the message that indicates launchSettings.json is used (if it's present and used).

I didn't dig much on VSTest's dotnet test to see what the verbosity is used for though.

Is there any specific information you expect to see with higher verbosity?

I'm not sure I had anything in mind for higher verbosity, but I wouldn't mind something quieter. For example, I prefer .NET 9's compact output to .NET 10's verbose output:
