This PR contains the following changes:

  1. Add support to ignore the known false positives in the UnreferencedSbrps section of the SBRP usage report.
  2. Remove the exclusion for cleaning up unreferenced text packages. Previously, text packages were not having their references reported correctly. This was fixed with Update SBRP usage report to scan for package downloads source-build#4924.
  3. Include the package type in the list of packages reported as being removed in the resulting PR. When originally written, only reference packages would be removed.
