Use of container for license scanning causing timeouts

The change to run license scanning in a container job with dotnet/dotnet#253 has caused timeouts to occur, typically for the runtime and SBRP repos where there are large files to handle.

Hi @mthalman , the pipelines using Azure Linux (mcr.microsoft.com/dotnet/sdk:10.0-preview-azurelinux3.0-amd64) consistently took longer to complete each job compared to those using Ubuntu image (mcr.microsoft.com/dotnet/sdk:10.0.100-preview.3-noble-amd64), even with the same container options: --memory=6g --timeout 1800:

Azure linux may have slightly lower performance in terms of I/O permance and memory management:

So should we consider dropping Azure Linux and switching to Ubuntu or another image with better performance?
