Steps to reproduce

1. Create a folder and create a BlazorServer project in it:

mkdir Blazor
cd Blazor
dotnet new blazor --use-server  

3. Navigate to the folder you created Blazor and open VS Code using Terminal Emulator
   code .

Note:

1. This issue does not reproduce on lower versions of C# v2.0.357
2. This issue does not repro on Windows/Mac
