Add publishing of the maui workloads to nuget.org

On release day, currently the maui team publishes their worklaods to nuget.org independently of the rest of .NET. So we have to coordinate with them and the .NET release to release the workload set. We have all teh details needed to publish the maui/ios/android worklaods to nuget so we could do that for them.

It would still need to be after the runtime workloads for all versions are released. We could try to take over ownership of that as well or just have the pipeline pole nuget to see if those are released (so we click a button and it does it without us having to coordinate)
