Likely need to release .1 workload sets for 9.0.1xx and 8.0.4xx. 9.0.3xx used the old build and 10 was unaffected. |

We're incorrectly including the .net8 workload manifest in the 8.0.4xx workload set and the .net9 manifest in the 9 workload sets.
