Description

The mouse over background highlighting of many controls is not supported in high contrast themes of windows 11 styles.

Reproduction Steps

1. Create a WPF application supporting Windows 11 styles
2. Create a control, let's say menu in this case
3. Hover over menu items

Expected behavior

The menu items hovered over should be highlighted for easier navigation

Actual behavior

The menu items remain in same state
