bug(Select): 下拉选择框滚动条位置不正确

Describe the bug

1、IsPopover="true" 时，下拉框没有滚动到当前选择项位置；
2、当编组过多时且当前选择项比较靠后时，滚动条位置计算不正确。

Expected Behavior

正确设置下拉框的滚动位置。
