Scale to Zero

Following on from dynamic scaling we need a way of turning replicasets on and off automatically. The user should be able to configure a threshold at which a replicaset should be activated. This threshold should be separate to dynamic scaling limits so a user could choose to smoothly scale between 3 and 5 replicas say and then switch to zero in some circumstances.
