Add staging ecr action

Important

Adds a new GitHub Actions workflow for staging ECR and renames the existing workflow for production.

• New Workflow:
  • Adds ecr-staging.yml for pushing Docker images to thumbnail-api-staging ECR repository.
  • Configures QEMU, Docker Buildx, AWS credentials, and uploads sourcemaps to Sentry.
  • Builds and pushes Docker images with tags latest, branch name, and commit SHA.
• Renaming:
  • Renames ecr.yml workflow to "push to ecr: production".
