move ParsePopulateArgs to CmdArgParser

Design proposal for migrating ParsePopulateArgs to CmdArgParser

I'd like to implement this feature by making the following changes:

1. Replace the current manual argument parsing in ParsePopulateArgs with the structured CmdArgParser approach
2. Utilize CmdArgParser methods like Next(), NextOrDefault(), and TryMapNext() to handle arguments
3. Introduce an enum type to handle the optional flags (RAND, TYPE, ELEMENTS, SLOTS, EXPIRE)
4. Maintain identical validation rules and error messages as the current implementation
5. Better separate required and optional parameter handling logic

This refactoring will improve code organization while preserving all original functionality. The command format will remain unchanged.

I'm happy to make adjustments based on your feedback before proceeding with the implementation.

I am not sure whether an enum will help you to handle options but if it will make the code simpler - sure go for it.
