To provide a stable base for the whole team, the default gitignore should make sure not to accidently include "temporary" and "system" files.

I think its not wise to exclude every editor config out there. The global .gitignore file has a purpose ...

I do not think so. As you cannot control every team members global gitignore. You need to make sure your project is clean, that should be independent of the user. Otherwise an unexperienced developer could mess up your project.
As I see this project as a template for a team project with best practices, I think it is mandatory.
