Complete German translation of the wiki
All twelve remaining pages get a German sibling ({Page}.de.md),
stamped with scripts/sync-wiki-translations.py (see gramps-connect
repo) and cross-linked to/from their English original. Overview.md's
own note about translation coverage updated to match.

Document Filters on all primary views and the new GOQL preset test suite
Filters is now available on every primary list except Tags (built-in
checkbox rules still Person/Family-only; everything else gets the full
editor with an empty built-in list). Also documents the new pytest
suite that checks every built-in rule against the real gramps-core
Rule it's meant to port, not just that it compiles.

Populate wiki from gramps-connect docs, with fuller detail throughout
Ports docs/Overview.md and docs/GOQL.md, then expands into a full
wiki: Installing, Deploying, Architecture, Development, Gramplets &
Add-on Store, Data Model & Editing, Roadmap/Known Limitations, and
FAQ, cross-linked via a sidebar. Content is drawn from the project's
README, deploy/README.md, gramplet-store/README.md, TODO.md, package
READMEs, and the gramplet_examples/ source.
