Filters: rules are picked from a searchable list, not ticked
The only checkboxes in the Filters dialog are the NOT toggles; + Add rule
shows a searchable, categorized list where clicking a rule adds it.
Fixed in English and all five translations, restamped.

Split Overview and Gramplets into topic pages, with translations
Overview's feature list ran to 17,800 characters in a single block, so
it is now a short tour linking to new pages, each feature under its own
heading: Working Together, Search and Filters, Charts, Maps, Stories
and Photos, Administration and Settings. Gramplets keeps the user side;
the API and Store publishing move to Writing Gramplets.
Overview keeps its old section headings, so existing Overview#... links
still land. Links that pointed at moved content now go to the new
pages, the sidebar is regrouped (Getting started / Using the app /
Building & contributing), and Home lists the new pages.
All restructured and new pages are translated into de, es, fr, nl and
zh_CN and stamped with sync-wiki-translations.py.
