Set Optional Failure Flags for all PSSA Tests #152
Description
Add the following opt-in settings to enable CI failure on violation of these PSSA rule types:
- Common Tests - Required Script Analyzer Rules
- Common Tests - Flagged Script Analyzer Rules
- Common Tests - New Error-Level Script Analyzer Rules
- Common Tests - Custom Script Analyzer Rules
