I would not include it to release notes, since it's just a development artifact. On the other hand, we ship tests together with code and they can used as an examples. So it's up to you. :)

My reasoning was that we should mention it since tests are part of the release. We may also have releases when the only change is tests being added. I think it's better to mention it instead of leaving an empty changelog in such situation.
