[Feature]: Vast.ai offer sorting and filtering options

Problem

Vast.ai offers are sorted by pod score. While this prevents unreliable low-score offers from taking precedence, it results in cheaper offers with decent scores being hidden behind more expensive offers.

Solution

Allow users to configure Vast.ai-specific sorting and filtering options:

• Offer order (by score / by price).
• Min score.
• (if possible) Min network properties (bandwidth, etc).

The options could be configurable in one of or both:

• Run configurations (preferred, but requires various design decisions).
• Backend settings.

This will allow users to sort offers by price, so that cheaper offers take precedence, yet set score or network constrains, so that unreliable offers are never provisioned.
