[Bug]: Provisioning on Lambda Cloud doesn't work

What happened?

Steps to reproduce:

1. Install the 0.10.3 release
2. Run any configuration on Lambda Cloud
3. It hangs on the provisioning stage infinitely

If I SSH into the Lambda Cloud instance, I see that the runner binary is not installed properly:

The error happens because dstack doesn't detect correctly that the current version is a release and thus tries to download the dstack-runner binary from dstack-runner-downloads-stgn instead of dstack-runner-downloads.

As a workaround, for 0.10.3, I've uploaded manually the 0.10.3 dstack-runner binary to dstack-runner-downloads-stgn.
