- Add RunPod CPU offer fetch via cpuFlavors per listed data center.
- Generate CPU size ladder offers (vCPU, RAM, price, disk from diskLimitPerVcpu).
- Include CPU offers in provider output alongside existing GPU/cluster offers.
- Add tests for ladder generation, invalid flavor filtering, partial API failure handling, and offer aggregation.
