Summary

First public release of The Quant (ℚ): A Standard for Measuring Computational
Energy Efficiency — a substrate-independent, Landauer-normalized unit of
computational energy efficiency. Published as an open RFC alongside DUCP; DUCP
v0.2.0 is the first reference adopter (DP-0001, spec/09).
