Summary

add optional �giladmin.cache configuration with default alse
gate project, timesheet, and recent-project runtime caches behind the opt-in setting
add �giladmin.voluntary-hours with default alse to suppress voluntary-hours monthly text unless enabled
add �giladmin.vat-percentage with default
