These are ephemeral in containerized builds
It doesn't like the one provided by Ubuntu.
The testsuite requires symtabAPI.
This also updates to the target-based Dyninst
It currently doesn't compile. See dyninst/dyninst#1348
symLite is no longer in Dyninst
