ci: add git user configuration to AI comment workflows

Summary

• Adds git user configuration (name and email) to both issue-comment-to-ai.yml and pr-comment-to-ai.yml workflows
• Ensures git commands in workflows run with proper user identity
• Prevents potential issues with git operations in AI-powered comment workflows
