Current residual issue:

• Research-style run occasionally does not emit terminal completion in time (stays running), so eval case 3 still fails intermittently. This appears to be runtime behavior in bot execution path, not promptfoo harness configuration.

Correction to mission status discipline:

I added a hard acceptance gate in AGENTS.md (repo root) requiring that mission completion is only allowed when feature-relevant evaluation coverage exists and evaluation passes end-to-end.

Policy now explicit:

• failed evaluation => mission is still in progress,
• completion reporting must include eval command + scope + pass proof.

This was pushed to the active PR branch (feat/mission-e2e-readme-ci-eval-hardening).

Status update (in progress): I’m removing synthetic fallback from assignment evaluation and switching to strict native-assignment checks. I verified via GitHub API that codexengineer[bot] is currently not in suggestedActors(capabilities:[CAN_BE_ASSIGNED]) on our target repos, so REST/GraphQL assignment calls are accepted but no assignee is set. Next I’m implementing native actor preflight + explicit blocked/fail diagnostics and rerunning the full eval loop end-to-end.
