i don't think we can do this across the board yet.

if we add webpack to the manifests, we're basically banning webpack usage from the ecosystem (or at least recommending that). but there are vast amounts of projects still using webpack today, and it is actively maintained afaik.

this is probably better suited for an ecosystem issue to migrate projects off webpack. im not sure its as simple as saying rspack is the successor since we have rolldown, rollup, esbuild, rspack, turbopack, etc.
